This is a vintage red fox fur Russian style Ushanka hat. Fur hats with ear flaps have been worn in Russia, Germany, and Scandinavia for centuries. The word Ushanka derives from ushi, "ears" in Russian. The ear flaps can be tied up to the crown or tied at the chin for protection against the cold. Fur hats have become a popular winter accessory throughout all parts of the world.
